Progress Continues on $15.8 Billion Government Office Complex at Eccles

Construction on the $15.8 billion Government office complex near the Eccles/Haags Bosch roundabout is advancing steadily, with foundation work progressing on the first of four 12-storey towers. Once completed, the complex will house 6,000 government employees and bring multiple government services under one roof, improving efficiency and accessibility.

Public Works Minister Juan Edghill recently provided an update, emphasizing the importance of proper foundation work for the high-rise structures. Pile driving, a critical phase to ensure structural integrity, is actively underway for Tower One, following earlier work on the utility section of the complex.

Project Timeline and Budget Allocation

Originally planned along Heroes Highway, the project was relocated to a larger 20-acre site, with 13 acres dedicated to the office buildings and seven acres set aside for the Ministry’s Special Projects Unit. Construction began in February 2024, with a projected completion date of August 2026.

So far, 10% of the physical construction is complete, while 34% of the allocated project time has elapsed. The 2025 Budget has allocated $1 billion to continue both construction and supervision, adding to the $7.6 billion already spent. Payments include $2.6 billion in mobilization advances to the contractor, Caribbean Green Building Inc., and $4 billion for procurement of building materials such as steel from China, hollow core slabs from Turkey, and rebars from Colombia.

To maintain quality control, a government engineering team, led by Project Manager Carissa Gooding, will travel to Colombia, China, Turkey, and Panama to inspect manufacturing sites for key building components.

Job Creation and Economic Impact

Currently, 32 workers are engaged at the site, with additional personnel working off-site. As construction advances, the project is expected to generate more employment in construction, logistics, and administration.

The complex will include modern office spaces, a large parking facility, and an independent utility system, streamlining government operations and making public services more accessible.

Looking Ahead

With foundation work and material procurement progressing, visible construction is expected to accelerate in the coming months. The Government has reaffirmed its commitment to meeting the 2026 completion deadline, ensuring that the project contributes to modernizing Guyana’s government infrastructure, improving public service delivery, and creating economic opportunities.
